The New Castle Sanitation Authority (NCSA) was created by the City of New Castle (City) on August 3, 1964 under the laws of the Commonwealth of Pennsylvania, specifically pursuant to the Municipal Authorities Act of 1945, as amended and periodically supplemented. The NCSA is authorized to acquire, hold, construct, improve, maintain, operate, and own the New Castle Wastewater Treatment Plant (WWTP) and major sewer interceptors in accordance with a Lease and Management Agreement between the City and the Authority. The Agreement specifically establishes the NCSA as an operating authority, and, as such, it is responsible for the successful management of the New Castle WWTP. The NCSA serves as a regional provider of wastewater service to the City of New Castle and surrounding municipalities including Hickory Township, Neshannock Township, North Beaver Township, Shenango Township, Taylor Township, Union Township, and South New Castle Borough. The New Castle WWTP provides treatment to all residential, commercial, industrial, and municipal customers that are connected to the regional sewer collection facilities. NCSA also accepts waste from septic haulers and one waste processor.
The NCSA was designated by the City of New Castle as the operating Authority for the City’s storm collection system. As such, the NCSA became responsible for the management of the City’s storm collection system and is authorized to acquire, hold, construct, improve, maintain, and operate the City’s storm collection system.
